At a recent event hosted by IIT Kharagpur’s Impact RISE team, WHEELS Global Foundation proudly celebrated the release of Handbook on Water Conservation, authored by thought leader Mr. RK Malhotra and edited by his daughter, Madhur Khanna, Co-Chair of the Water Council at WHEELS.
This book is more than a technical manual—it is a legacy of wisdom and responsibility from a man who has dedicated his life to water conservation.
Speaking at the launch, Madhur Khanna shared her dual pride:
♦ As a daughter, honoring her father’s remarkable journey.
♦ As a WHEELS leader, recognizing the book’s potential to amplify the Foundation’s impact in rural water conservation.

She reflected on her father’s extraordinary discipline and humility, noting:
“Written when he was ninety-five years old, my dad has once again shown us that purpose does not retire. This book is not simply a record of his knowledge; it is a gift to the future.”
Mr. Malhotra’s career began at the Bhakra Dam, followed by the Beas–Sutlej Link Project and numerous hydropower initiatives across India. His philosophy was simple yet profound: solutions must be practical, ethical, cost-effective, and community-owned.
One of his most impactful innovations—the OK Card system—embodied this approach by ensuring accountability, clarity, and community participation in long-term water conservation.
After retirement, he continued his service at the World Bank, further refining the insights now captured in this book.
Madhur emphasized that her father never sought recognition, only results:
“He trusted communities. He listened. And through that trust, he created lasting change.”
She also acknowledged the quiet strength of her mother, Mohini Malhotra, whose resilience and partnership made this journey possible.
The Handbook on Water Conservation is designed as a practical guide for:
♦ Civil engineering institutions
♦ Public works departments
♦ Planners and policymakers
♦ NGOs and community leaders
It offers tested solutions rooted in decades of experience, making it a must-read for anyone entrusted with safeguarding water resources.
At its core, the book carries a timeless message:
“Water is life-sustaining, finite, and precious. Conservation is not optional—it is a moral and ethical obligation.”
Those who have worked with RK Malhotra often call him a “national treasure.” His motto, “Work is worship,” continues to guide his daily life—even at 97 years old.
Madhur closed her speech with gratitude:
“Dad, this book is your legacy—but more than that, you are. Thank you for showing me that meaningful work is not about recognition, but about responsibility.”
Handbook on Water Conservation is now available on Amazon India.
