Scholar Planet – A PPP Model of EdTech Intervention

The widening gap between affordable education and rapid technological advancement has created a global skills shortage, limiting opportunities and preventing communities from reaching their full potential.

Scholar Planet: A Dual-Track Public-Private Partnership for EdTech Transformation

Problem Description & Solution Approach:

The Scholar Planet initiative, is a Public-Private Partnership (PPP) model focused on delivering statewide EdTech for secondary education, with field support for students from underserved backgrounds, in suboptimally catered geographies.

The Fundamental Challenge
India’s government secondary schools educate the majority of the nation’s students but remain significantly under-resourced compared to urban and private institutions. This environment sustains systemic barriers, including high pupil–teacher ratios, teacher shortages, outdated instructional practices, and elevated dropout rates. The resulting widening learning divide is most critical at the secondary level, as a weak academic foundation at this stage limits future pathways to higher education and employment, perpetuating cycles of disadvantage.

The problem is stark: Across Uttar Pradesh, schools have been built with the best intentions of the government, dedicated educationists, and generous philanthropists. There are buildings, teachers, and even government-enabled digital infrastructure, though sub-optimally functional. Yet, despite this massive collective effort, a crucial gap remains. It’s the “last meter“—the final, critical link that connects hardware to heart, infrastructure to genuine, engaging learning, to empower young minds to unlock their true potential.

This gap was illuminated for us while listening to students like Rahaman Ali, a Class 10 student at Government High School, Kuchlai, Sitapur. Rahman had access to a school with some digital equipment, yet he struggled with basic concepts. When we introduced our focused, AI-augmented digital learning platform tailored to his needs, the change was instantaneous and profound. The technology didn’t replace the school teacher; it supplemented with a personalized guide for Rahaman, bridging that last, critical meter of learning. His newfound confidence was electric. From a hesitant learner, he is now a peer mentor & a confident leader and helps his classmates navigate the system that once confounded him.

That experience taught us a powerful truth: a little lamp lit in this last meter-gap can make the entire education ecosystem infinitely more effective, with a significant multiplier effect on the overall development of individuals, families and communities.

Solution: The Dual-Track PPP Framework

1. The WHEELS Global Foundation (WGF), in partnership with GCAP World Softech Pvt. Ltd., addresses these gaps through a Public–Private Partnership (PPP) model that integrates technology, pedagogy, and sustained implementation support.

2. The initiative’s strength lies in its dual approach, balancing scale with depth—and amplifying every rupee invested through a 1:3 Impact Multiplier.

3. Extensive Reach:
Enabled by PPPs, the model leverages existing government-enabled functional digital infrastructure to activate a powerful 1:3 impact multiplier. This allows each investment to reach three times more students without duplicating costs, enabling rapid, cost-effective statewide replication. As a result, the program has been deployed across 2,000+ secondary schools in Uttar Pradesh, expanding equitable digital access for underserved learners at scale.

4. Intensive Impact:
Alongside scale, selected model schools in districts such as Mirzapur, Varanasi, and Lucknow receive deep, hands-on support. This includes regular field visits, structured teacher onboarding, data-led dashboard reviews, and customized digital contests. Supported by funding partners like the Adani Foundation, these schools act as living demonstration sites, showing how technology—when paired with sustained mentoring and on-ground engagement—drives measurable learning outcomes, behavioral change, and long-term systemic transformation.

5. Impact Multiplier:
Your investment activates a 1:3 multiplier by unlocking underutilized public digital assets already present in schools. Instead of rebuilding infrastructure, funds are directed toward adoption, engagement, and learning outcomes—ensuring greater reach, faster implementation, and lasting system-level change.

GCAP Internship – Research, Field Insights & Strategic Learning

What does it take to make quality learning more accessible in India’s government schools?

Across India’s government secondary schools, students’ access to quality education can be shaped by socio-economic background, rural location and gender. Teacher shortages, limited resources and uneven access to learning support can make these gaps harder to close.

Scholar Planet aims to address this challenge through an affordable, AI-powered digital learning platform that provides underserved students with structured, engaging and personalised learning opportunities.

As part of the GCAP Internship for Impact with WHEELS Global Foundation, a student research team examined how this approach was translating into real-world implementation, student engagement and learning outcomes.

The team analysed programme data from 30 government schools serving approximately 5,152 students in Mirzapur, Uttar Pradesh, and visited five schools to understand how Scholar Planet was being used in real classroom settings.

Key Observations

♦ Strong platform engagement: 84.3% of enrolled students were actively using Scholar Planet.
♦ Improvement in assessment performance: Mean assessment scores increased from 46.08% to 73.38%, reflecting a gain of 27.3 percentage points.
♦ Higher gains among lower-performing schools: Schools that started with the weakest performance recorded the largest learning gains.
♦ Support in the absence of specialist teachers: None of the five schools visited had a Mathematics teacher. Teachers from other subjects used Scholar Planet to support structured Mathematics learning.
♦ Implementation shapes outcomes: Field observations highlighted the importance of teacher participation, field support, shared devices, connectivity, power availability and classroom integration.

Technology can expand access to learning, but meaningful outcomes depend on the wider ecosystem around it, including teachers, implementation support, institutional coordination and continued measurement.
The team translated its research and field observations into strategic insights around implementation, scalability, sustainability and future opportunities.
